Does IPCC take into account Africa's diverse climate change situations and challenges?

From the Sahel to the river basins, from LDCs to more developed countries, from rural to urban settings and from coastal erosion to SIDS threatened by rising seas, does the AR5 sufficiently address this diversity?

Climate model projections were summarized in the 2013 Fifth Assessment Report (AR5) by the Intergovernmental Panel on Climate Change (IPCC). They indicated that during the 21st century the global surface temperature is likely to rise a further 0.3 to 1.7 °C (0.5 to 3.1 °F) for their lowest emissions scenario using stringent mitigation and 2.6 to 4.8 °C (4.7 to 8.6 °F) for their highest. I want to use this opportunity to thank the organizers of this forum as it's coming at a no better time than the preparation towards Lima. First I want to register a special concern for the absence African CSOs of the PreCop which was held in July and November 2014 respectively. During the PreSocialCop held in July at Caracas, Venezuela, only 3 African CSOs were represented and the PreCop of November 2014, only 2 African youths were represented. For a continent that has diverse climate change situations and challenges to be absent in the preparation and where important policy decisions  would be taken forward at the Cop 20 is an unfortunate situation and clearly suggest the exclusion of Africans at the negotiations.  
The AR5 summary report have been able to capture the climate key risk, adaptation issues and prospects. Key of the prospects as stated in the summary document page 21 of  climate related drivers of impacts is the gender oriented policy but did not state gender disagradated date as a key issue leading to the development of a gender oriented policy.
Population, forced migration, conflicts and environmental security are also not captured in the table for Africa as key issues for climate related drivers of impact.
The so called various climate funds for adaptation seems not to be working or are hardly made available for the use by Africans even where there are made available, they come in forms of loans which end up improverishing the continent. The concern is that realizing that African continent has a huge problem of addressing climate mitigation and adaptation, would they continue to be dependent upon the various sources of funds that hardly come in to address thier problems or would rather mobilize resources inwards to address thier own problems before seeking for help.
